The new lovebirds were spotted enjoying each other’s company as they watched bands perform at the annual festival.
One shot shows the pair gazing at each other as they stand in front of the stage.
The pair were hard to miss, with Katy dressed in a metallic pink bandana and bold pink cat eye shades.
While the handsome Lord of The Rings actor, 39, was wearing a loud red, yellow and blue print shirt.
An eyewitness told E! that they were packing on the PDA while watching The Kills perform.
"They came in about 20 minutes in to The Kills set,” they said.
"They were hugging and with a group of other people. Orlando was behind her and swaying with her to the music. They also were vaping together. They were kissing and very much a couple."
While another source said the “looked happy” and “were very close”.
Orlando’s ex Miranda Kerr, 32, was also at the festival and was spotted hand-in-hand with her boyfriend Evan Spiegel.
The stunning model had all eyes on her dressed in a crop top and long, flowing skirt.
